Depends what you want. Nairobi: best nightlife, best food scene, closest safari. Kampala: most underrated, cheapest, best vibes and the Nile is right there. Dar es Salaam: the coast, Zanzibar day trips, and a more relaxed pace. Honestly if you can do two cities, do it.
